Motion carried. Correspondence: none Chairpersons Report: ongoing Director of Emergency Management Report: T. Bennett reported on Pat Egans behalf. The two Original/Refresher courses are going well. A brochure for women firefighters and EMS personnel, Chemical Exposures in Your Workplace and Breast Cancer Risk, was provided from Cornell University. They were handed out tonight. EMO is ordering some equipment and medical supplies for the instructional inventory. Anyone with ideas for purchase (under $500) should call EMO this week. Looking for instructors for 2009. EMO is in competition for John Hinds former office space; if successful, it will be used primarily for EMS. Thanks to Menters for participating in the hostile-action-based nuclear drill. Z. Menter talked about the EMS participation, noting it was a very good experience, but crews response to a terrorist attack in the nuclear power plant was nothing like they had expected. J. Jones explained the reason for and development of the hostile-action-threat-based exercise, noting that one lesson learned was that responding agencies ran their own world in the Command Post rather than working together. An EMS/MCI lesson from the exercise would be that EMS is not used to participating in a Command Post with fire and law enforcement. He suggested focus drills be held for EMS agencies. N. Wallis noted that EMS will be included in training for law enforcement agencies on school shooter situations under the Homeland Security grant EMO administers. Discussion ensued that a tabletop exercise program could focus on Command Post activities for an MCI/shooter event, with a small number of participants from EMS, law enforcement and fire. The tabletop could be videotaped and used as a CD training guide for EMS, and members of the EMS community could be invited as silent observers. T. Bennett noted he Oswego County Local Emergency Planning Committees (LEPCs) Training and Exercise Committee has members from a variety of disciplines with experience in developing exercises. Action item: T. Bennett will bring the topic to the Dec. 11 LEPC meeting to ask the LEPC Exercise Committees assistance in developing a Command Post tabletop exercise for EMS, fire and law enforcement disciplines. EMSAC Awards Banquet nomination forms: T. Bennett provided nomination forms for the 2009 banquet for each corps. The nomination forms will also be mailed/e-mailed, with a couple of reminders before the Feb. 1 deadline. J. Jones urged members to go through their records for nominations, as there werent many last year. N. Wallis noted he can get the information to S. Surprenant for the Syracuse hospitals. During the year, agencies can keep the annual awards program in mind during their CQI processes, and forward the winners to the Region for the Regional Awards. EMS representative at EOC: J. Jones brought up a request from P. Egan for more EMS representatives at the county Emergency Operations Center during exercises and activations. Pat will provide training. It was suggested each corps pick one or two people so representatives could be drawn from throughout the county. Action item: J. Jones will email EMSAC members in seven days for names of people who can serve as the EMS representative during EOC activations. Committee Reports: Education/Training included in Director of Emergency Management report. Communications - No committee meeting. J. Jones reported that he has represented EMS in the 911 centers needs assessment toward a new radio system. R. Loomis said the two legislators attended a Fire Advisory Board and were supportive of the project. The county bought a block of frequencies from Onondaga County in a regional effort for interoperable communications. The goal is to have something in place by the end of next year. Public Education - Working on an article on state of EMS in county, and will be doing publicity for EMSAC awards nominations. Clinical Coordinator Report: none. Fire Advisory Board: C. Haines could not attend tonight. Unfinished Business: NOCA: M. Solazzo reported that the corps is all set. The money will be coming in February, and though its still tight now, they are able to put two crews on most of the time. S. Hargrave noted Mike has done a nice job. Update on Mutual Aid Policy to include move-up policy: J. Jones noted the draft included in the packets includes wording changes suggested at the last meeting. Nothing will be done on implementation until the 911 center is part of the process. Members are asked to comment on the policy this week, and the changes will be emailed. Once the final wording is agreed on Jim will send it around for signatures. He stressed that the policy is non-binding and that corps are only asked to follow it as best they can. When the signed copy is brought to 911 and theyre happy with it, well arrange a period of time to work out the bugs before its used. New Business: Helicopter call-out policy: M. Solazzo said hed been looking for a copy of EMSACs call-out policy. J. Jones noted the policy had been drafted four or five years ago and tested successfully by the 911 center, but hadnt been implemented. Action item: J. Jones will follow-up on finding a copy of the helicopter call-out policy and report back to members. Update on Priority Dispatch N. Wallis reported that the evaluation hes been leading for EMSAC on the Priority Dispatch System being used on a trial basis for Oswego Fire has been productive and eye-opening for the EMS providers. He said his committee is recommending that a final decision on acceptance be put off until the February meeting (the year anniversary of the trial) to work the final bugs out. The 911 center has met with Dr. Rams staff, who recommended changes to the card system being used. R. Loomis explained the changes and noted that when the center implements Version 12 it will include an education component. Nothing this in-depth has ever been done in Oswego or neighboring counties. N. Wallis also noted theyve come up with a way to make dispatching decisions easier for call-takers. R. Loomis said they would like to pursue a computer version of the dispatch system that is mouse-oriented and would replace the hard-copy charts that call-takers have to follow to make a decision. The cost of the system is $135,000, and 911 Director Mike Allen has given R. Loomis permission to seek grants. Bob is looking for support from EMS to say this system is needed. N. Wallis has drafted a letter from both EMSAC and the CQI committee in support. There was a consensus of the membership to authorize J. Jones to sign the letter in support of the computer version of the priority dispatch system and forward it to 911 Director Allen. The letter will be e-mailed to EMSAC members. Action item: T. Bennett will work with EMSAC and 911 to provide publicity on the priority dispatch system. 2009 meeting dates: J. Jones noted that SAVAC would like to host EMSAC in April. Meetings will be held on the second Tuesday of the month as follows: February Oswego City April SAVAC June North Shore August SOVAC October McFee December Menters (JIC) The next meeting will be Feb. 10 at Oswego City Fire Dept. Regional Council position: N. Wallis reported that there is a vacancy in an Oswego County seat for an associate position on the regional council. Resumes of interested people should be sent to N.
